Ты вообще про OSI в курсе? Да, естественно, если блок поврежден и нет уведомления об этом, нужно отправлять заново по тайм-ауту. Но в твоем алгоритме ошибка повторится дважды. А это - говнокод. Разбираешь по таймингам, дальше парсишь тело.
